What Is a Manufacturing Record Book?

A manufacturing record book (MRB) is the complete set of documents that evidence the production, inspection, and testing of a batch of pipe fittings. It is not a single certificate; it is a structured compilation that allows an EPC engineer, procurement manager, or inspector to trace each fitting from raw material to final release. The MRB must align with the purchase order and the approved Inspection and Test Plan (ITP).

For wrought steel piping fittings, the MRB typically includes material certificates, heat treatment records, dimensional inspection reports, NDE reports, test results, and a final release note. The exact contents depend on the product specification, the applicable dimensional standard, and the inspection document type required by the contract.

Standards That Govern the Final Evidence Package

Two key standards cover different parts of the documentation package:

  • ASTM A960/A960M – This is the common requirements specification for wrought steel piping fittings. It applies to fittings made from forgings, bars, plates, or seamless/welded tubular products. It defines requirements for heat treatment, chemical analysis, mechanical testing, and other common procedures. When an individual product specification (e.g., A234/A234M, A403/A403M, A420/A420M) invokes A960/A960M, the requirements of the individual specification prevail in case of conflict.
  • EN 10204 – This standard defines the types of inspection documents supplied to the purchaser for metallic products. It is used in conjunction with product specifications that state the technical delivery conditions. EN 10204 documents include type 2.1, 2.2, 3.1, and 3.2 certificates, each with different levels of traceability and third-party involvement.

A dimensional standard such as ASME B16.9 covers the overall dimensions, tolerances, ratings, testing, and markings for factory-made wrought buttwelding fittings. It is not a material or inspection document standard; it complements the material specification and the inspection document type. Therefore, the MRB must include evidence that the fittings meet both the dimensional requirements of ASME B16.9 and the material/inspection requirements of the applicable ASTM specification and EN 10204 type.

Core Sections of the MRB

A complete MRB should be organized into sections that allow quick verification. The following checklist is based on common industry practice and the requirements of the referenced standards.

1. Purchase Order and ITP

The MRB must begin with a copy of the purchase order and the approved ITP. The ITP defines the hold points, inspection stages, and required documentation. The final index must reconcile with the ITP, showing that every required inspection and test has been performed and documented.

2. Material Certificates and Heat Traceability

Each heat of material used must have a material certificate, typically an EN 10204 3.1 or 3.2 certificate. The certificate must include the heat number, chemical composition, and mechanical properties. The MRB must show a clear traceability matrix linking each fitting (or lot) to its heat number and corresponding certificate.

3. Heat Treatment Records

If heat treatment is required (e.g., normalizing, quench and temper, solution annealing), the MRB must include time-temperature charts or logs. These records must demonstrate that the treatment was performed within the specified parameters. For fittings covered by ASTM A960/A960M, the heat treatment procedures are defined in the individual product specification.

4. Dimensional Inspection Reports

Dimensional checks must be performed against the applicable standard, such as ASME B16.9. The MRB should include dimensional inspection reports for each lot, showing measured values and tolerances. For critical dimensions, such as wall thickness and end bevel, the reports must be signed by the inspector.

5. Non-Destructive Examination (NDE) Reports

If NDE is required (e.g., radiography, ultrasonic, penetrant, or magnetic particle), the MRB must include the NDE reports, including the method, acceptance criteria, and results. The reports should reference the applicable standard and the procedure used.

6. Mechanical Test Reports

Tensile, hardness, impact, and hydrostatic tests are common for wrought steel fittings. The MRB must include the test reports, which should show the test values and the specification limits. For low-temperature service, impact test results at the specified temperature are critical.

7. Deviations and Non-Conformances

Any deviations from the purchase order or specification must be documented. The MRB should include a deviation report, the disposition (e.g., accept as-is, repair, reject), and the approval from the purchaser if required. Non-conformances that are not approved must be clearly identified.

8. Final Release Record

The MRB must conclude with a final release document, signed by the manufacturer's quality representative, stating that the fittings meet all requirements. This release is separate from the inspection document type and is part of the manufacturer's quality system.

Procurement Checks and RFQ Inputs

When requesting quotes for pipe fittings, specify the following to ensure the MRB will be complete:

  • Product specification (e.g., ASTM A234 WPB, A403 WP316L) and the edition year.
  • Dimensional standard (e.g., ASME B16.9) and the size range.
  • Inspection document type per EN 10204 (e.g., 3.1 or 3.2). If 3.2 is required, the third-party inspection agency must be named.
  • Additional requirements such as NDE, hydrostatic testing, or impact testing at a specific temperature.
  • Marking requirements per the applicable standard (e.g., MSS SP-25).

During the RFQ stage, ask the manufacturer to provide a sample MRB index or a list of documents they will supply. This helps avoid surprises at final inspection.

Inspection and Documentation Points

During final inspection, verify the following:

  • The MRB index matches the purchase order and ITP.
  • All material certificates are legible and contain the required information.
  • Heat numbers on the fittings match the heat numbers in the MRB.
  • Heat treatment records are complete and within specified ranges.
  • Dimensional reports cover all required dimensions and are signed.
  • NDE reports are signed by certified personnel and reference the correct procedure.
  • Mechanical test reports show values within specification limits.
  • Any deviations are approved and documented.
  • The final release record is signed and dated.

Common Risks and How to Avoid Them

  • Incomplete traceability: If heat numbers are missing or mismatched, the MRB is invalid. Always verify the traceability matrix.
  • Incorrect inspection document type: An EN 10204 2.2 certificate does not provide the same level of assurance as a 3.1. Confirm the required type before ordering.
  • Missing NDE reports: Some specifications require NDE, but the MRB may omit it. Cross-check the ITP.
  • Dimensional non-conformances: Fittings may be out of tolerance but not reported. Insist on dimensional reports.
  • Unapproved deviations: If a deviation is not approved by the purchaser, the fitting may be rejected. Ensure all deviations are documented and approved.

Final Thoughts

The manufacturing record book is the backbone of quality assurance for pipe fittings. By understanding the roles of ASTM A960/A960M, EN 10204, and ASME B16.9, you can assemble a complete and verifiable package. Always align the MRB with the purchase order and ITP, and verify every section before accepting delivery.
