ISO 9606-1 Welder Qualification: What EPC Buyers Must Verify

ISO 9606-1 welder qualification proves an operator's skill within defined limits. Learn what records to check, how it differs from WPS/PQR, and key procurement risks.

Why ISO 9606-1 Matters for Your Project

When you order pipe fittings, flanges, or other welded components, the quality of the welds depends on the skill of the welder. ISO 9606-1 is the international standard that specifies qualification testing for welders performing fusion welding on steels. It is not a one-time certificate; it demonstrates that a welder has the ability to produce sound welds within a defined qualification range. For EPC engineers and procurement managers, understanding this standard is critical to ensuring that the products you receive meet the required quality and safety levels.

ISO 9606-1 vs. Welding Procedure Qualification (WPS/PQR)

A common confusion is between welder qualification and welding procedure qualification. ISO 9606-1 qualifies the welder, not the procedure. A Welding Procedure Specification (WPS) and its Procedure Qualification Record (PQR) define the parameters (e.g., heat input, preheat, interpass temperature) that have been proven to produce acceptable welds. The welder qualification proves that the individual can follow that procedure within the allowed ranges. Both are required for a compliant fabrication. When you review documentation, ensure you see both the welder's qualification certificate (e.g., to ISO 9606-1) and the relevant WPS/PQR for the process and materials being used.

What an Acceptable Welder Qualification Record Must Include

According to TWI, an acceptable project record must identify the applicable standard, the welding process, and the qualification variables. It is not enough to have a welder's name or a card. The record should clearly state:

  • The standard used (e.g., ISO 9606-1)
  • The welding process (e.g., 111, 135, 141)
  • The material group and thickness range qualified
  • The type of joint (e.g., butt, fillet)
  • The welding position(s) (e.g., PA, PF, etc.)
  • The backing condition (with or without backing)
  • The filler material classification, if applicable
  • The date of qualification and the examiner's identification

Without these details, the qualification cannot be verified as applicable to the work at hand.

Qualification Ranges and Backing

ISO 9606-1 defines ranges of approval for thickness, diameter, and position. For example, a welder qualified on a 10 mm thick plate may be approved for a range of thicknesses, typically from 0.5 times to 2 times the test piece thickness, subject to limits. The concept of backing is also crucial. TWI explains that backing (e.g., a backing bar or gas backing) affects the root pass. A welder qualified with backing may not be approved for welding without backing, and vice versa. When you specify welder qualifications, you must check that the backing condition matches the production work.

Procurement Checks for Welder Qualifications

When sourcing pipe fittings or flanges from a manufacturer, you should:

  • Request copies of welder qualification certificates for all welders who will work on your order.
  • Verify that the certificates are current and valid for the specific welding process, material, and thickness of your components.
  • Cross-check the welder's qualification against the WPS that will be used. The welder must be qualified for the process and variables in that WPS.
  • Confirm that the qualification was performed by an acceptable body. ISO 9606-1 does not specify who can issue the certificate; it may be the manufacturer or an external body. However, project or regulatory acceptance of a certification body must be verified separately.
  • Ask for the qualification test records (e.g., bend test results, radiographs) if you need further assurance.

RFQ Inputs: What to Specify

In your request for quotation (RFQ), include the following to ensure the manufacturer provides the right documentation:

  • The applicable standard: ISO 9606-1 (and the edition, e.g., 2017)
  • The welding processes that will be used (e.g., GTAW, SMAW, FCAW)
  • The material grades and thickness ranges of the fittings/flanges
  • The joint types and positions (e.g., butt welds in pipe, fillet welds)
  • Whether backing is allowed or not
  • Any additional requirements from your project specification (e.g., NDT of welds, acceptance criteria)

Inspection and Documentation Points

During inspection, verify that:

  • The welder's certificate matches the welder's identity (e.g., stamp or ID on the certificate).
  • The certificate is signed and dated by the examiner.
  • The certificate references the correct standard and lists all relevant variables.
  • The certificate is within its validity period. Note: ISO 9606-1 does not specify a fixed validity period; it depends on the manufacturer's quality system or project requirements. You must check the invoked edition and the confirmation method (e.g., continuous employment in the process).
  • The manufacturer's quality control plan includes verification of welder qualifications before production starts.

Common Risks and How to Avoid Them

  • Risk: Welder qualification is not applicable to the production weld. Mitigation: Always compare the qualification range with the actual work.
  • Risk: The certificate is expired or not renewed. Mitigation: Ask for the validity date and the method of confirmation.
  • Risk: The certificate is for a different process or material. Mitigation: Check the process and material group codes.
  • Risk: The backing condition is not specified. Mitigation: Ensure the certificate states whether backing was used.
  • Risk: The certification body is not accepted by your project. Mitigation: Verify acceptance with your client or regulatory authority.
